Price Review 6 Draft Determination

The Commission for Regulation of Utilities ("CRU") publishes its Draft Determination for Price Review Six (the "Draft Determination"). This sets out proposed reforms to the regulatory and investment framework for Ireland’s electricity network for 2026 – 2030.

The Draft Determination proposals include a substantial increase in investment to Ireland’s electricity networks with a provisional funding package of €14.1 billion and the introduction of the Agile Investment and Monitoring Framework, which builds on the Agile Investment Framework from Price Review 5 providing greater flexibility for network companies in accessing funds to deliver critical projects.

The implementation of the Draft Determination is provided with performance based mechanisms coupled with a risk based profile to ensure efficient and reliable investment.

Private Wires Policy Statement

The Irish Government publishes the Private Wires Policy Statement ("Policy Statement"), marking a significant step in reforming the electricity sector in Ireland. The Policy Statement introduces a framework for private undertakings to build, operate and own private wires with the objective of unlocking private sector resources to build new electricity infrastructure.

Under the Policy Statement such private wires will include private wires from a generator to a customer, hybrid connections, on-street vehicle charging and expansion of self-supply to separate nearby customers. See our update here.

Environmental Omnibus

The European Commission launches a call for evidence and open public consultation related to the simplification of environmental legislation affecting the circular economy, industrial emissions and waste management.

The reforms scrutinised include simplifying and easing administrative burdens, digitising and removing any duplicate reporting requirements, and streamlining permitting application procedures.

Renewable Heat Obligation Bill 2025

Ireland’s Government approves the Renewable Heat Obligation Scheme ("RHO Scheme") and drafting of the Renewable Heat Obligation Bill 2025 (the "Bill").

The RHO Scheme will mandate suppliers of fossils fuels used for heating purposes to provide proof that a proportion of the energy supplied is from renewable sources. The RHO Scheme is set to be the main support mechanism for the emerging anaerobic digestion sector in Ireland and is expected to be a boost for the Irish biogas industry, a key renewable energy source. The RHO Scheme is expected to last until 2045.

The Bill will provide a legislative basis for the administration of the RHO Scheme in 2026.
