Consultation on Electricity Network Tariffs
The Commission for Regulation of Utilities ("CRU") publishes its Electricity Network Tariff Structure Review consultation, that marks the re-commencement of its review of the structure of electricity network tariffs for both transmission and distribution networks. The underlying role of the networks tariffs is to provide for the recovery of costs for the development, operation and maintenance of the electricity networks by ESB Networks and EirGrid, and how the tariffs are structured determines how such costs are allocated across network users.
Government Legislation Programme – Autumn 2025
The Irish Government publishes its Legislation Programme – Autumn 2025 outlining the Government’s legislative priorities for the 13-week parliamentary autumnal session.
The Programme includes a range of Bills focused on expansion of the Commission for Regulation of Utilities powers for gas networks, equity injections for ESB and EirGrid, consumer protection measures, the establishment of a strategic gas emergency reserve, allowing for the construction of privates wires, and transposing EU measures on hydrogen production.
Carbon Border Adjustment Mechanism amendment
The European Council adopts Regulation 2025/2083 amending the Carbon Border Adjustment Mechanism ("CBAM"). CBAM is the EU pricing mechanism for calculating the levy to be paid on carbon-intensive goods, such as iron, steel, aluminium, cement, electricity, fertilisers and hydrogen, produced outside the EU ("CBAM Goods").
From 1 January 2026, importers of CBAM Goods must register and declare their imports to a national competent authority and purchase CBAM certificates equal in monetary value to the cost of their imports of CBAM Goods, creating a financial and administrative burden on importers.
