How to use this Guide

Each section in this Guide, reflecting either our practice areas or emerging thematic subject areas of importance, begins with commentary and analysis which provides context to the legislative and regulatory updates. The commentary includes links to additional Matheson Insights or webinars where relevant, and to important external documents such as government consultation papers. The commentary and analysis is followed by a concise and current guide to legislative and regulatory developments.

Each legislative and regulatory section is divided into parts describing legislation passed since the Horizon Tracker of Spring 2023, Bills which have been prepared and are going through the legislative process, Acts awaiting commencement, national consultations, regulatory initiatives and any relevant EU legislation of any type, whether in draft, under consultation, or awaiting transposition. The table here describes these parts.

Any bills that have been enacted in the intervening period.
Irish Proposed Legislation
Irish proposed legislation which has appeared in earlier legislative programmes and which are mentioned again in the Summer Legislative Programme. Our reference point will cover the entire of 2022. This includes any legislation which is identified in any of the legislative programmes for 2022 where these have been carried into the Spring and Summer 2023 Legislative Programmes.

Bills progressing through the Oireachtas.
Acts Awaiting Commencement
Acts which have been passed but which have not yet commenced.
National Consultations
We have mentioned these where they seem particularly significant.
EU Directives Awaiting Implementation (Transposition)
EU Directives waiting to be implemented (transposed) by the Irish legislature.
EU Regulations
EU Regulations (including, in some cases, Regulations awaiting commencement)
EU Draft and Proposed Legislation
Draft legislation that has been adopted by the Commission and has been assigned a procedure number.
EU Consultations
